Emergency management function design
With increasing operational demand across multiple risk contexts, our state government client needed a dedicated emergency management function to bridge governance and policy requirements, strategic intent and operational delivery. ESS designed the function to support consistent operations across cyber, IT and telecommunications teams, with a strong focus on preparedness, prevention, capability development, partner engagement and assurance. A workplan for the first year was created to build on existing doctrine and lessons, address immediate requirements and lay strong foundations.

Professional development series
ESS delivered a workshop series for emergency service regional commanders and directors to explore career and professional development - for themselves and their teams. There were two key messages: you are in the driver's seat and everything's a win when experience is the goal. Designed around a four stage model, we explored mindsets for success, capability gaps, leadership pitches and practical steps to move towards goals - and help others do the same. The series was anchored with a session on managing effective conversations with team members, bosses, interview panels and mentors.

Exercise evaluation
C2 Operations contracted ESS as the lead evaluator for an exercise designed to test crisis management capability and systems in the context of a multi-site, high consequence scenario for a mining company. The final report was prepared after observing the exercise, conducting the hot debrief and assessing feedback from participants and evaluators at each site. The report linked observations and insights to opportunities to clarify doctrine, develop capability, enhance systems and information sharing and strengthen consequence management and recovery.

Independent program review
The client needed an independent review of its innovation program focused on solving connectivity challenges in the disaster management context. As a public-private partnership, the program was built on strong collaboration across sectors, academia and community. The review, delivered with C2 Operations, looked closely at how governance, structures and program logic supports outcomes. Final recommendations were designed to ensure the program's second iteration builds on existing strengths, enhances decision making and ensures outcomes align with program intent and have strong commercial potential in a rapidly changing context.

Editor - crisis leadership book
This job was a dream. It combined the ESS passion for leadership, crisis management and sharing knowledge, plus clear writing and wonderful words.
Robyn provided developmental and structural editorial advice, as well as copy editing for our client's first crisis leadership book.
Our client is widely recognised for her work at the intersection of crisis leadership, stakeholder engagement, social performance and reputation under pressure.

Informal volunteers plan and training
A NSW council needed a system to a plan to manage informal volunteers during disasters. ESS prepared a plan which aligned with relevant legislation, emergency management plans and best practice. The plan covered preparedness, activation, demobilisation and review. It was practical and considered how councils operate when disasters place stress on people and resources. A 'just in time' training session was also prepared to ensure informal volunteers are appropriately informed about the situation and tasks as well as their support options and obligations. Advice on building capability was also provided.
